十四屆全國人大四次會議2026年3月5日在北京開幕，國務院總理李強作政府工作報告。今年政府工作報告首次提出“打造智能經濟新形態”。

智能經濟是以人工智能為核心驅動力，以5G、云計算、大數據、物聯網、邊緣計算、區塊鏈、混合現實（MR）、量子計算等新一代信息技術為支撐，通過人、機、物全域互聯與深度協同，實現經濟活動的智能化、網絡化和自進化的一種新型經濟形態。它通過智能技術產業化和傳統產業智能化，推動生產生活方式和社會治理方式智能化變革的經濟形態，重構生產、分配、交換、消費等經濟活動的各個環節，形成的一種更加高效、精準、靈活且具有持續創新能力的經濟范式；是由智能科技、智能產業、智能應用、智能商業、智能金融、智能文化等一體化智能生態體系為驅動和支撐的經濟躍遷形態。

2025年8月國務院印發的《關于深入實施“人工智能+”行動的意見》的出臺，標志著我國智能經濟發展進入“系統布局、全域滲透、生態共建”的新階段。截至2026年3月，我國人工智能企業數量超6000家，核心產業規模躍上萬億元臺階，智能終端、智能體應用加速普及，為智能經濟發展打下了堅實基礎，也讓其成為經濟新增長極的潛力不斷釋放。2026年政府工作報告提出“打造智能經濟新形態”，就是要抓住人工智能發展的機遇，拓展人工智能賦能千行百業的廣度和深度，盡快打開經濟增長的新空間，培育新模式、壯大新動能。
