2026年3月4日，十四屆全國(guó)人大四次會(huì)議舉行新聞發(fā)布會(huì)，大會(huì)發(fā)言人婁勤儉說，生態(tài)環(huán)境法典將為實(shí)現(xiàn)人與自然和諧共生的現(xiàn)代化進(jìn)一步筑牢法治基礎(chǔ)。本次大會(huì)將審議生態(tài)環(huán)境法典（草案）。

An environmental code will further forge a solid legal foundation for China to achieve modernization with harmony between humanity and nature, said Lou Qinjian, spokesperson for the fourth session of the 14th National People's Congress, at a press conference on March 4, 2026. Chinese lawmakers are set to deliberate on a draft environmental code during the session.

生態(tài)環(huán)境法典是我國(guó)第二部以“法典”命名的法律。2025年4月，生態(tài)環(huán)境法典草案整體亮相。2026年3月，生態(tài)環(huán)境法典草案提請(qǐng)十四屆全國(guó)人大四次會(huì)議審議。

法典是新時(shí)代的法治標(biāo)識(shí)。這部法典的編纂，不是簡(jiǎn)單的法律匯編，也不是完全的新立新定，而是對(duì)現(xiàn)有的生態(tài)環(huán)境法律制度機(jī)制和規(guī)則規(guī)范的系統(tǒng)整合、編訂纂修、集成升華。

據(jù)介紹，法典的編纂主要包括三個(gè)方面：一是將現(xiàn)行的環(huán)境保護(hù)、污染防治方面的法律納入法典，出臺(tái)后不再保留原法律；二是現(xiàn)行的有關(guān)流域、區(qū)域、自然資源、生物多樣性以及循環(huán)經(jīng)濟(jì)、節(jié)約能源等方面的法律制度規(guī)范，擇其要旨要?jiǎng)t體現(xiàn)到法典中；三是對(duì)于應(yīng)對(duì)氣候變化、碳達(dá)峰碳中和、綠色低碳發(fā)展等方面的法治需求，法典就此作出一些原則性、引領(lǐng)性規(guī)定，為今后我國(guó)相關(guān)法律制度建設(shè)留有空間，以體現(xiàn)法典的時(shí)代性、前瞻性。

On the new journey of building a modern socialist country in all respects, efforts should be made to maintain strategic resolve in advancing ecological progress and promote high-quality development in sync with high-standard protection.
