2025年9月19日，商務(wù)部等9部門發(fā)布《關(guān)于加力推動城市一刻鐘便民生活圈建設(shè)擴圍升級的通知》。

China will upgrade the "15-minute community life circles" to provide easier access to essential services for urban residents, according to a notice released jointly by the commerce ministry and eight other government departments on September 19, 2025.

【知識點】

城市一刻鐘便民生活圈，是以社區(qū)居民為服務(wù)對象，服務(wù)半徑為步行15分鐘范圍內(nèi)，以滿足居民日常生活基本消費和品質(zhì)消費等為目標(biāo)，多業(yè)態(tài)集聚形成的社區(qū)商圈。建設(shè)便民生活圈，是保障民生、擴大消費、暢通國民經(jīng)濟循環(huán)的重要舉措。2021年以來，商務(wù)部會同相關(guān)部門持續(xù)推進便民生活圈建設(shè)。截至2025年7月底，210個試點地區(qū)共建成便民生活圈6255個，涉及養(yǎng)老、家政、餐飲、零售等商業(yè)網(wǎng)點150.3萬個，服務(wù)居民1.29億人。下一步，將加力推動便民生活圈建設(shè)擴圍升級，建設(shè)宜居宜業(yè)、宜游宜購、宜老宜小的全齡友好型品質(zhì)生活圈。

《關(guān)于加力推動城市一刻鐘便民生活圈建設(shè)擴圍升級的通知》提出，到2030年實現(xiàn)“百城萬圈”目標(biāo)，即確定100個一刻鐘便民生活圈全域推進先行區(qū)試點城市，對地級以上城市主城區(qū)和有條件的縣城社區(qū)全覆蓋；建成1萬個布局合理、業(yè)態(tài)齊全，功能完善、服務(wù)優(yōu)質(zhì)，智慧高效、快捷便利，規(guī)范有序、商居和諧的便民生活圈，打造500條“銀發(fā)金街”、500個“童趣樂園”，推動一批基礎(chǔ)型、提升型便民生活圈轉(zhuǎn)變?yōu)槠焚|(zhì)型，居民滿意度達到90%以上，商業(yè)網(wǎng)點連鎖化率達到30%以上。
