2026年3月2日，科技部、金融監(jiān)管總局、工業(yè)和信息化部、國(guó)家知識(shí)產(chǎn)權(quán)局聯(lián)合對(duì)外發(fā)布《關(guān)于加快推動(dòng)科技保險(xiǎn)高質(zhì)量發(fā)展 有力支撐高水平科技自立自強(qiáng)的若干意見》，從6方面提出20項(xiàng)舉措，加快構(gòu)建同科技創(chuàng)新相適應(yīng)的科技保險(xiǎn)體制機(jī)制。

China on March 2, 2026 made public new guidelines to accelerate the high-quality development of sci-tech insurance, among broader efforts to strengthen technological self-reliance. The document, which was issued by the Ministry of Science and Technology, the National Financial Regulatory Administration, the Ministry of Industry and Information Technology, and the China National Intellectual Property Administration, sets out 20 measures across six areas, aiming to build a sci-tech insurance system that is better aligned with technological innovation.

《關(guān)于加快推動(dòng)科技保險(xiǎn)高質(zhì)量發(fā)展 有力支撐高水平科技自立自強(qiáng)的若干意見》提出，健全重大技術(shù)攻關(guān)風(fēng)險(xiǎn)分散機(jī)制，加強(qiáng)對(duì)國(guó)家戰(zhàn)略科技力量的保險(xiǎn)服務(wù)和對(duì)重點(diǎn)區(qū)域的科技保險(xiǎn)服務(wù)。針對(duì)科技型中小企業(yè)的風(fēng)險(xiǎn)特征，意見提出支持保險(xiǎn)機(jī)構(gòu)開發(fā)條款簡(jiǎn)便、價(jià)格合理、投保便捷、理賠便利的產(chǎn)品，擴(kuò)大科技保險(xiǎn)覆蓋面。意見明確，加強(qiáng)重點(diǎn)領(lǐng)域保險(xiǎn)保障，強(qiáng)化科技型企業(yè)全生命周期保險(xiǎn)保障、支持科技型企業(yè)“走出去”、完善科技人才保險(xiǎn)保障服務(wù)、加快發(fā)展知識(shí)產(chǎn)權(quán)保險(xiǎn)、推動(dòng)網(wǎng)絡(luò)安全保險(xiǎn)創(chuàng)新應(yīng)用。同時(shí)，意見要求優(yōu)化科技保險(xiǎn)產(chǎn)品開發(fā)和精算定價(jià)，優(yōu)化科技保險(xiǎn)承保理賠服務(wù)，鼓勵(lì)科技保險(xiǎn)專業(yè)化經(jīng)營(yíng)，優(yōu)化科技保險(xiǎn)發(fā)展生態(tài)。除提供風(fēng)險(xiǎn)保障外，意見引導(dǎo)保險(xiǎn)資金投向科技創(chuàng)新領(lǐng)域，支持投資國(guó)家重大科技項(xiàng)目和重點(diǎn)科技領(lǐng)域，加強(qiáng)對(duì)新興產(chǎn)業(yè)和未來(lái)產(chǎn)業(yè)的投資布局，加大創(chuàng)業(yè)投資的支持力度，健全國(guó)有保險(xiǎn)機(jī)構(gòu)參與創(chuàng)業(yè)投資的內(nèi)部容錯(cuò)機(jī)制。

Since the 18th CPC National Congress, the Party Central Committee has promoted the implementation of the strategy for innovation-driven development, proposed the strategic task of accelerating building an innovative country, set the target of building the country into a powerhouse in science and technology by 2035, continuously deepened the reform of the scientific and technological system, fully stimulated the enthusiasm, initiative, and creativity of scientific and technological personnel, and vigorously promoted the building of self-reliance and strength in science and technology.
