2025年12月4日是第十二個(gè)國家憲法日。中華人民共和國首席大法官張軍表示，要聚焦“十五五”時(shí)期經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)任務(wù)，依法公正高效審判執(zhí)行案件。

As China observed its 12th National Constitution Day on December 4, 2025, Zhang Jun, the chief justice of the Supreme People's Court, stressed the need to exercise power in accordance with the Constitution, focusing on economic and social development goals and tasks for the next five years, and called for fair and efficient adjudication and enforcement of cases.

憲法是我國的根本大法，是治國安邦的總章程，它規(guī)定了國家的根本制度和根本任務(wù)，是保持國家統(tǒng)一、民族團(tuán)結(jié)、經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步和長治久安的法律基礎(chǔ)。

為增強(qiáng)全社會(huì)憲法意識，弘揚(yáng)憲法精神，全國人大常委會(huì)2014年作出決定，將12月4日設(shè)立為國家憲法日。通過國家憲法日，集中開展憲法宣傳教育，使憲法精神深入人心，以憲法精神凝心聚力，推動(dòng)憲法全面貫徹實(shí)施。黨的十八大以來，以習(xí)近平同志為核心的黨中央推動(dòng)憲法完善發(fā)展、全面貫徹實(shí)施憲法，全黨全社會(huì)憲法意識明顯提升，社會(huì)主義法治建設(shè)成果豐碩。實(shí)踐充分證明，我國憲法是推動(dòng)國家發(fā)展進(jìn)步、保證人民創(chuàng)造幸福生活、保障中華民族實(shí)現(xiàn)偉大復(fù)興的好憲法。

堅(jiān)持依法治國首先要堅(jiān)持依憲治國，堅(jiān)持依法執(zhí)政首先要堅(jiān)持依憲執(zhí)政，堅(jiān)持憲法確定的中國共產(chǎn)黨領(lǐng)導(dǎo)地位不動(dòng)搖，堅(jiān)持憲法確定的人民民主專政的國體和人民代表大會(huì)制度的政體不動(dòng)搖。加強(qiáng)憲法實(shí)施和監(jiān)督，健全保證憲法全面實(shí)施的制度體系，更好發(fā)揮憲法在治國理政中的重要作用，維護(hù)憲法權(quán)威。

Law-based governance and law-based exercise of state power begin with compliance with the Constitution. We must remain firmly committed to leadership of the Party, to the state system of people's democratic dictatorship, and to the political system of people's congresses, all of which are mandated by the Constitution. We will better implement the Constitution and conduct constitutional oversight, and we will improve the systems for ensuring full compliance with the Constitution, so as to give better play to the Constitution's important role in China's governance and uphold its authority.
